Odonga Otto Questions Leadership in Pader Over Neglected Roads

Pader, Uganda – Former Member of Parliament Odonga Otto has raised serious concerns over the state of infrastructure in Pader District, questioning whether there is effective leadership in the region.

In a recent statement, Otto pointed to a 2023 letter written by Amone David, the Executive Director of the Gulu Community Foundation Association (GUCOFA), addressed to the Minister of Works, highlighting the dire condition of roads in the area. Despite the letter being sent over a year ago, no action has been taken.

Flooded Roads Cutting Off Schools & Healthcare

Otto’s concerns stem from the worsening condition of key roads, particularly around Ayila Swamps and Wang Lango Swamps, which become impassable when it rains. This has resulted in:

School disruptions: Pupils from Pajule P7 and Oweka Primary School struggle to attend classes.

Healthcare crisis: Critically ill patients have died due to the inability to access medical facilities.


David, who has been overseeing the Gulalela Project, reported that visitors to the project site are shocked by the poor road conditions. He questioned whether local authorities have even attempted to secure funding from the Ministry of Works.

A Call for Immediate Action

With lives and education at stake, Otto has urged the leaders to intervene before the situation worsens. “We need answers and action,” he emphasized.
